I just created a character, logged in and ran around for a bit. Pretty cool stuff! Just like old times!!!
Is there anyway though to make a character that starts at level 1?

No, because there's no experience yet. There's also nothing to actually level you up yet.
When that stuff comes, everyone will (probably) be reset.
