This article seems to suggest that there isn't a way to download your images without upgrading. I don't have a photobucket account personally so I haven't experimented.

EDIT: Reading this article it seems like you may still be able to download your albums.

"You can download your entire library of images by selecting Library on Photobucket, and there the download album link under actions."

Not sure if this changed.
