They are like that because they are outside of the navigatable space (over the border)
Since it will never be seen from close by, it didnt really matter if the gaps were there.

One thing I learned from playing the emulator ... one version of the Merovingian meeting construct has a pool ... O_o

I think there is 4 versions...maybe more I have not explore that area yet.
Am checking Richlands Zion hideout..but I have 8 hideouts found there.
