Photoshop has two useful tools, smudge and blur. A balance mix of those with the use of burn and dodge too really gives the char life. Also the original needs to be highest quality too. Then make the back ground less in your face makes you focus more on the char.

I'm also a big fan of using more advanced blur's like Gaussian and Motion etc etc.
Usually, I'll cut out the character if I want him to be the focal point, and blur the background then put the character back in, and do whatever other fun stuff I want to do from there.
