I don't have a rd3drender.log file either. Newer or equivalent dx here as well. ATI 5570 HD card. Both day and night, rain or shine, the problem existed.

ATI cards can't handle vs_3_0 mixed with FFP ps or ps_1_1/ps_2_0
pathetic.
all VS now compile to vs_2_0, makes it work on ATI cards just as well on NVIDIA now
